The Kansas Sexual Violence Prevention and Education (SVPE) program seeks to reduce the risk for first-time perpetration of sexual violent acts though primary prevention activities. Educational interventions are designed to decrease the incidence of sexual assault against women, with preference granted to intervention programs identifying male children and youth. Although it is possible for rape to be committed by almost anyone, data from the Kansas Bureau of Investigation (KBI) indicated that of reported rapes in Kansas, males between the ages of 11 and 19 are among the most frequent perpetrators (2001). This is not a reflection of males in general; rather the statistics bear out this demographic as an appropriate audience for rape prevention messages.
